About 50 per cent of all traffic fatalities in 1988 involved an intoxicated or alcohol-impaired driver or non-occupant, according to studies of the National Highway Traffic Safety Administration's Fatal Accident Reporting System file. Of these 23,352 alcohol-related traffic fatalities, an estimated 18,502 occurred in accidents in which a driver or non-occupant was intoxicated (blood alcohol concentration [BAC] of 0.10 per cent or greater), and 4.850 involved a driver or non-occupant who had been drinking but was not legally intoxicated. Over 8,100 sober drivers, passengers, and non-occupants lost their lives in 1988 in alcohol-related accidents. Information from other sources shows that alcohol is also a factor in about 29 per cent of serious injury accidents and 7 per cent of property damage accidents. The estimated cost of all alcohol-related motor-vehicle accidents in 1989 is about $16 billion. |
